Tuesday November, 40 public institutions responded to the parliamentary commission on their alleged mismanagement of public treasure. The PAC (Parliamentary Auditing Commission) affirms that the reason for this is to foster self assessment.
Among 135 public institutions operating in Rwanda, 40 institutions are accused to have mismanaged public treasure and have to explain on how and why this has been the case to the Parliamentary Auditing Commission.
Institutions such the RTDA (Rwanda Transport Development Authority), RHA (Rwanda Housing Authority) being connected to the Ministry of Infrastructures were the first ones to respond to the PAC questions about the mismanagement and money laundry.
Both institutions explained on budget misuse, including how cars given to the directors of divisions were utilized.
Another topic they explained about related to how the money scheduled for rehabilitating different infrastructures was managed.
The Permanent Secretary in MINIFRA Mr Rwakunda Christian accepted that the mismanagement has happened but added that this was due to the urgent projects that needed quick management.
He said “The additional budget was set up to rehabilitating damaged infrastructures resulting from the heavy rains that we experienced recently”
He said that the lost cars resulted from the fact that the institution has given cars to people they did have full information about .
Both institutions agreed that these mismanagement have happened but added that they started investigating on how these losses can be covered and punish the ones found guilty to be involved.
Hon Juvenal Nkusi, the head of the PAC underlined that the objective of these public hearing is to assess the roots of these mismanagement and punish the ones found guilty to have willingly backed this mismanagement.
In ten days ahead, 40 institutions will be responded in to the allegations to have mismanaged public treasure.
