Adolph Higiro from Rwamagana District, Gashari Sector, Binunga cell is accused by local genocide widows to have threatened their safety through telling them that he will kill some of them. At the other hand, the Mayor of Rwamagana Nehemie Uwimana urges those mothers to provide strong proofs that Higiro has done so.
Some of local widows said that Higiro has told them that he will kill some through throwing them into Muhazi lake.
Silas Havugiyumva finds that only one’s utterances can’t be considered as the core proofs that one has the real intentions to do so, unless there are other tangible deeds to confirm the utterances.
Locals, especially the widows, are afraid that the case will be seriously considered after the death of one of them.
The accused has been arrested but released later on, according the locals. His release came up after finding no proof confirming his alleged threatening words against the widows. The Mayor Nehemie Uwimana said that none is above the law, adding that the case concerning Higiro is known and will be handled accordingly.
Higiro was arrested and jailed as he has let his flock to enter other people’s land and spoil their crops and properties.
The Mayor of Rwamagana district vehemently urges the locals especially the widows to provide tangible and enough proofs testifying that Higiro has threatened them with hateful and deadly words.
