The Spokesperson of the Rwanda National Police in Kigali City, Spt Modeste Mbabazi told Isango star radio station that football fans who used the Vuvuzela to carry out their activities should no longer do the same as this is not convenient to people’s security and health as it negatively affects the their hearing abilities.

Spt Modeste Mbabazi  uttered this during a show aired in the studios of Isango star. This show was also attended by the former ORINFOR journalist Steven Mutangana who conducted an intensive research about the impact of noise pollution in different corners of Kigali.

Basing on the Law 04/2005 stipulating that intense and harmful noise is prohibited to be released and harm neighbors, the RNP spokesperson Spt Mbabazi Modeste warned that every individual, institution or any other group of people who will interfere with the Law will be persecuted accordingly.

He said that this Law was inserted in 2005 but since then, some people were arrested for having violated the Law. He, furthermore , said that the both the Kigali city authorities and RNP officers have recently met as to assess the current situation and take  unfold measures to eradicate noise pollution caused by different bodies including religious organizations, among others.

We recently met with Kigali cities officials and religious organization representatives so to discuss about what measures can be taken as to reduce the noise that goes beyond their churches and harm people, Spt Mbabazi Modeste said.

For the RNP officer Spt Mbabazi, there were no other alternative to people who violated both the Law and the principles but to arrest them.

Before that the decisions regarding the religious organizations were taken, Spt Mbabazi said that the Police and Kigali city officials have met with business owners who have night clubs  as to inform them about the new policy.

In his description of the types of noise pollution, Steven Mutangana made clear that different humane activities generate noise that harms people’s ears.

Those include construction engines (caterpillars…) religious organization’s activities that require the use of loud speakers, among others.

Mutangana said that the use of such noisy instruments mostly affects the hearing capacities of the young who live in the neighborhoods.

He advised that one of the effective ways to reduce the impact of the noise to students ‘ears are to build classrooms equipped with effective tools to protect the youth. Spt Mbabazi reminded all Rwandans especially the ones who are mostly concerned with this Law that necessary punitive measures will be taken against anyone violating the Law.

Spt Mbabazi said that the Rwanda Bureau of standards is expected to release the scientifically proven facts of the indicators of the rate of noise that is harmful and that should be avoided.

Steven Mutangana advocated for an intensive education campaign for the population to increase their awareness about the harmful impact of noise pollution.

The listeners messaged that these measures are of a great importance as noise pollution kept increasing recently.

More other messages made by listeners focused on the usefulness of these measures will others denounce the fact that some of the executors of the decisions use force and harassment to close the churches.
