This has been observed by the MPs as they conducted an overseeing visit to the Karongi district to assess how the budget that was allocated to that district was applied to intended projects.
The MPs found that some of the key projects are not fully covered with the allocated budget. According to the plan, the budget will end three months ahead. Some of the unfinished projects include water canalization systems, road management among others.
The building of a local hospital reserved for ‘maternity related services’ was not fully rehabilitated as well as these of a local vocational training center(VTC) that are still undergoing construction work.
The vice president of the MPs commission in charge of economic plan, Adolphe Bazatoha was critical about the fact that Karongi ranks the last one among all districts located in the Western Province in as far as tax collection and economic plan are concerned.
He said that 51% of performance is too small for a district that normally should have achieved 70% of performance.
Bazatoha revealed that for the district to go further, it has to provide remarkable efforts as only three months remain for the budget year to end.
As local government officials are attending a national retreat, Karongi officials’ couldn’t be able to react to this situation in an exclusive way.
However Niyonsaba Cyriaque who stands as the acting executive secretary of the Karongi district said that tax collectors from the Rwanda Revenue Authority are few while the district has many sectors to operate in.
