This warning was delivered by the Minister of internal security Mussa Fazil Harerimana as he was visiting the Rwamagana prison yesterday. Fazil said that prison officials who jail suspects and delay to make dossiers on their behalf should also be prosecuted as well. Prisoners from Rwamagana prison told the Minister their concerns mostly related to the Gacaca.
One of the prisoners said that some of the inmates were young at the time when the Gacaca trials were held.
This involves the fact that the concerned ones were also young at the time the 1994 genocide against Tutsi was being committed.
Another issue raised by prisoners was that some f the inmates were judged and sentenced while they were outside Rwanda.
As they came back, some of them were immediately put into prison, a situation that they find illegal.
Min Fazil supported these claims, saying that it is illegal to jail someone coming from outside Rwanda if he, she went outside Rwanda in legally recognized ways.
Min Harerimana reminded prison managers not to jail someone without making a dossier that highlights the charges he, she encounters.
He added that the prison managers, who do so, should be prosecuted as well in order to bring justice to the ones jailed illegally.
The Rwamagana prison hosts 8442 inmates, all of them being males.
