This is an observation made this Tuesday during an open discussion between EWSA senior staff and Public Accounts Commission to assess the financial mismanagement for which EWSA is responsible.
The EWSA senior staff had to respond to the misuse of the budget it received early.
Among 80 issues revealed by the General Auditor, most of them relate to the financial loss resulting from the provision of tenders to unqualified tender winners .
The PAC representatives said that a significant loss resulted from the purchasing of IT related facilities especially the Oracle Software.
The tender for the purchase of this software has been released in 2009 EWSA but its purchase keeps delaying up to now while money are spent for that.
The EWSA has spent over Thirteen Billion Rwandan francs without holding justifiable papers for its use.
EWSA, Ntare Karitanyi the Manager of the EWSA said that this misuse of public treasury resulted from the fact that it was the Ministry of Infrastructures was the only institution which established the budget to be applied by the EWSA.
He added that if the institution he heads could be self-regulatory in terms of finance and monetary decision making, all shortcomings observed should not happen again.
Some of the present EWSA staff told UM– USEKE that frequent changes which occurred in EWSA impacted negatively in the operations of the institution, something that Ntare confirms.
The Chief Manager of the EWSA Ntare promises significant changes in the institution as to make more transparent, coherent and productive.
He revealed to the PAC representatives that as soon as all the concerned EWSA staff will be equipped with adequate knowledge about the use of the Oracle software, operations will be positivey reversed.
For the President of the PAC, MP Nkusi Juvenal, all the challenges encountered by EWSA resulted from the lack of both financial management skills and effective political decisions making strategies.
For him other causes of the loss come from weaknesses and unproductivity of EWSA workers.
He revealed to reporters that some of officials who were found guilty to have mismanaged the public accounts are paying back and others are under intensive investigation.
