Members of Parliament  have agreed on a law that is meant to regulate the operations of the Rwanda Information Society Agency(RISA). This institution will deal with all technology related activities, including fighting against the cyber criminality.

Even though the MPs  voted for  the assessment of the this law as to approve it, some of them have shown that its approval will challenge some of the attributions of the RDB that normally fulfilled the above responsibilities.

To this, Minister in charge of IT , Jean Philbert Nsengimana said that the RDB as a state body entitled on promoting development, it will obviously have a contribution in promoting ICT related initiatives.

However, MPs urged that no attribution can removed or revised without a law that supports this procedure, thus asking Minister Nsengimana to provide convincing arguments on the matter.

Hon Bamporiki said that before any procedural activities from the MPs come go on, the later should reach people who normally fulfilled such responsibilities so that they may provide their insights on the issue.

Another MP said that creating a new institution is against the national policy that aims at reducing the number of state-based institutions.

She was worried about the effectiveness of this new institution in counter attacking the ICT based threats that the world is facing.

Despite the above discussions about the necessity of this institution, MPs voted the law regulating the creation of the RISA at 56.5% as 39 of the MPs voted over the 67 who were present at the assembly.
