Gen Rwarakabije uttered this during a one day workshop relating to prison management, a workshop that took place at the headquarters of the RCS (Rwanda Correctional Services) and that brought together different prison managers from different countries that participate into peace keeping missions across the world.
The core issue discussed in the workshop regarded to the fact that in some of these countries, prisoners are not released after the completion of their terms in jail.
Gen Rwarakabije who heads the Rwandan Correctional Services told reporters that in Rwandan prisons, none remains in jail after the completion of his/her term in jail.
If one fulfills all required papers to be released, he/she is released as soon as the decision is take on his/her behalf, said Gen Rwarakabije Paul.
He mentioned that formerly in different juridical entities workers were not qualified enough and this caused prisoners to remain in prisons due to the delay of procedures to release them on due time.
In the workshop, participants learnt from Rwandan innovative policies to utilize the human wastes in prisons used to create bio gas energy useful for different activities in the prisons.
Another program that RCS is proud of is the a new technology that eases information spreading in different prisons in order to learn more about every prisoner’s identity.
Rwanda is now the leading country of the TROIKA, an international umbrella of prisons participating into peacekeeping missions around the world.
