Yesterday the Rwandan Ombudsman Cyanzayire Aloysia has presented theOmbudsman Corruption Report 2015-2016 and the revelations are that throughout this period not less than 158 people were found involved in bribery. The most triggering issue is that they were found to guilty of having received or given between one thousand Rwandan francs and ten thousand Rwandan francs, a remarkably small amount as compared to the reports from media stating that there are officials who are allegedly said to be involved in bribery of millions.

One of the MPs who were present in the Parliement where the report was released Hon Mporanyi expressed his disappointment on the fact that  the ones who misused huge amount of money are not mentioned in the Ombudsman’s report.

The report’s index shows that throughout the 2015-2016 period,  not less than 158 officials have been involved in bribery, describing that 43 of them were convicted for this ‘illegal behavior’, among whom 28 received or gave 10 000 thousand Rwandan francs.

The paper also shows that before the end of 2015 year, 55 officials were found guilty of involvement into bribery, among whom 33 received or gave a 10 ooo thousand Rwandan francs package as bribery.

Most of the reported corrupted officials work for government based institutions.

Officials from these institutions do appear to the Public Accounts Committee made up by parliamentarians to explain ways that led to the mismanagement of the public treasury.

Most revealed cause of this mismanagement results from the illegal procurement processes that led to the delivery of tenders to weak and irresponsible so called business people.

Hon Mporanyi Theobald  reminded that the misuse of the public thing  has negative impacts on citizens’ welfare as it delays the productivity and sustainability of social and economic policies such Gira Inka, VUP, among others.

Aloysia Cyanzayire said that the ones who are found guilty of public accounts’ mismanagement are not to appear in court as the current law does not points them as legally accountable on this specific issue.

For her, the law defining this trend should be revised and amended as to involve the above mentioned people to be accountable for the public accounts mismanagement.
