The National Commission for PLWDs (People Living With Disabilities) affirms that street beggars do it not because of poverty rather due to their mental perceptions.
Mr Ndayisaba Emmanuel, the Executive Secretary of National commission for PLWD’s says that street begging habits should not be seen as usual because Rwandan government has set up sustainable development programs that support everyone.
He called upon those people to integrate government programs for common development such as VUP(Vision Umurenge Programme, 2020), and Gira Inka program, among others.
Among these people include owners of big taxi buses, some others own houses to lend but still are beggars, says Mr Ndayisaba Emmanuel.
This shows that begging does not simply mean poverty but rather one’s mental willingness to do so, adds Mr Ndayisaba
This commission is striving to set up effective mechanisms to assist PLWDs to economically emancipate themselves.
Mr Ndayisaba affirms that next year will end with a remarkable positive change into the PLWDs living conditions to eradicate this shameful activity of begging.
The Commission plans to collaborate with all concerned actors in order to help PLWDs exploit their economic assets located in the countryside instead of living in economically challenging urban corners.
The Commission for PLWDs intends to carry out a countrywide survey to find out drives that push those people to beg in cities.
It is hopeful that this survey will remarkably contribute to the setting up of lasting and effective projects to help PLWDs living better.
