Police arrests writers of a petition to PM Habumuremyi

RNP has arrested authors of a petition to Prime Minister showing their dislike towards the on how students in the universities and high institutions of learning are to contribute to the university fees payment  through the Ubudehe categorization.

RNP has arrested the writers of the letter as they were about leaving the Kacyiru tax park, accusing them to hold unlawful manifestations.

Janvier Ndayizeye affirmed to Umuseke that the letter is deposed in the PM office. He added that the letter waits to be examined by the Prime Minister.

RNP arrested those persons  at Kacyiru where they went to report to their fellow that the message has effectively been  delivered to the PM’s office.

RNP communique says: Today 20 persons were arrested in the Kacyiru tax park for their unlawful demonstration over  the governmental program concerning university fees payment.

ACP Gatare Damas, the Spokesperson of the RNP reminded that there exist  legally recognized ways to protest over  governmental programs, ways that help to express one’s ideas without threatening others’ security.

Other sources  affirm more than 20 people are arrested for the same case.

Key content of the letter to PM:

Writers wrote that the Ubudehe categorization was set up randomly and that was emotionally based. It did not take into  account the people’s ability to sustain themselves for long time.

The Ubudehe categorization, the letter continues, is based on false information from the local leaders who hide the truth about the  poor living conditions of the people they care about.

The letter reminds the PM that if the Ubudehe categorization remains the same as it is today, many students will drop out the school while the government program concerning education does not exclude anyone.

This letter comes in during the time when Government has set up a mechanism for helping  people who  claim about the respective categories  in as far as the Ubudehe is concerned. The program is set to take place at the District level.

President Paul Kagame has once said that Ubudehe as a program that intends to help Rwandan students to get educated using available means, should undergo  some adjustments to be as  perfect as possible.

If the suspects are found guilty, law suggests they can undergo a less than six months imprisonment, or a payment of between 800,000 to 1,000,000 RwF, or one of them.
