RBC historical background keeps influencing its current operations

The Rwanda Biomedical Center(RBC) Managing committee explained to the members of the Public Accounts Committee where 2.5 billion Rwf have been invested or in which ways it has been used so far. The RBC’s committee told the PAC members that General Auditor that the justifiable papers on the use of the public funds are available but the RBC management delayed to  present them to PAC.

The PAC assessment targeted also to find out in which ways some medical drugs got outdated while they costed Rwanda over 2 billion Rwandan francs, 180 million Rwf smuggled by RBC workers  and over 940 million Rwf misused in the so-called SAGE 500 System reserved for the management of drugs.

The General Auditor’s assessment on RBC system was conducted within three months last year.

The aim of the PAC members is to find out from by which mechanisms public funds have smuggled and see whether some legal reforms are needed to make the institution more productive and transparent.

James Kamanzi who is the Deputy CEO of the RBC told PAC members that that over 71% of the whole package made a package of taxes that it owned the Rwanda Revenue Authority and 29% composed a loan to Rwanda National Police and it has been paid so far.

Regarding the fact that the medical drugs in RBC have expired at a late of 500%, Celsa Muzayire in charge of  Medical Procurement and Production Division vehemently denied that and revealed that medical drugs that expired due bad conservation  methods are worthy 2 billion Rwandan Francs since 2010-2015.

She added that in 2015  expired medical drugs were equivalent to 429 million Rwf, saying that this loss is internationally recognizable as it shows that its medical drug management in his center is effective at 98%.

Concerning SAGE 500 system, she said that the Mauricius Islands experts who provided it to Rwanda are assessing why it didn’t provide expected results.

Regarding some of RBC staff members suspected of being involved in mismanaging public funds, they are currently facing prosecution and justice.

For the PAC  chief manager, Obadiah Biraro the mismanagement of the RBC is embedded into its background as its management has been less effective for a couple of years ago.

Some don’t know their tasks and confront others in theirs and this creates chaos and disorder, thus, the public funds mismanagement.

He called RBC’s to re-adjust the situation and see how best the situation can be set up and improve.

The current executive director of the RBC Dr Jeanine Condo told the participants that the situation has been reset for the better.

She underlined that the current RBC management is the best ever and some improvements have been observed since the new managing committee has taken over.
