This was said by the Rwanda Governance Board manager Prof Anastase Shyaka during a press conference held at the RGB siege.
Prof Shyaka said that this shows that the high ranking officials remind the local leaders on their duties and this helps in increasing service delivery.
He added that the ones who poorly provide services to the recipients are violating the guidelines and norms that normally characterize a good leader.
Those ones who are willing to keep providing poor services should be called leaders as this name doesn’t befit a leader in Rwandan context.
Prof Shyaka added that the ones who provide poor services will never prevail over the ones who fulfill their duties as required.
The RGB CEO said that the poor service delivery observed from some local leaders is not likely to tarnish the good image that Rwandan leadership shaped for 22 past years.
He pointed out that one of the means to reset the situation is to increase mobilization, skills and capacity building among local leaders as to allow them improve in the duties.
The power decentralization process was initiated in 2001 as to allow citizens have a say on the police making and implementing.
Since then it bore fruits even though more is still to be done.
More local leaders have been held accountable on issues related to economy and social wellbeing that they ought to have well managed.
