The Minister of local government Francis Kaboneka as he was launching the Good governance month in Rutsiro district, he called upon the local government officials to strengthen their collaboration as to make their leadership effective and benefiting to the citizens.
He underlined the fact that the a weak collaboration of leaders negatively affects the nature of leadership and thus, the social and economic patterns of the nation.
For him,a poor collaboration of leaders hinders the population from acquiring positive responses to their concerns.
Warningly he told Rutsiro leaders: “ Look at the rate of the Mutuelle de Santé registration!. It does not exceed 26 per cent while other districts having the same Imihigo contract performance are rated at 70 per cent.”
The local governance Minister Kaboneka said that this is a mark of poor communication that leads to poor performance as well.
Some of the locals who spoke have pointed out a remarkable lack of key infrastructures that include water sanitation, electric power supply and roads.
For them, this shows at which extent their district, Rutsiro is isolated.
Min Kaboneka promised his advocacy so that the situation might change in the near future.
In the recent 2013-2014 Imihigo contract performance, the Rutsiro district came 18th among 30 districts, a place that does not reflect an image of good governance.
