This ambitious policy will be focusing on building a infrastructure that will help residents of a chosen district to emerge from extreme poverty to a relatively improved living status. The policy started its implementation in 2015 where a modernized marked worthy of 100 million Frw was inaugurated in Gicumbi district as to help locals exchange their goods, earn money and live decently.
The 2015 Liberation Day was held in that district as Rwanda aims that liberating its citizens from endemic poverty it has inherited from the previous leaderships.
Varying government bodies such as Ministries including MINADEF, MINALOC, MINAGRI, MINISANTE, MINIFRA, NINEDUC, MINIRENA, MINECOFIN, MYICT and RDB partnered to build an infrastructure in Rweru Sector, Bugesera district.
This accommodation facility composed of houses to host 400 families was inaugurated by the Head of State Paul Kagame on the Liberation Day celebrate on July, 04, 2016.
The billion investments that Rwanda government aims at carrying out will focus on building electric facilities, water sanitation, modernized roads, modern markets, bridges, among others.
The whole project of relocating Rweru residents is worthy 8.2 billion but its first phase has cost over 3 billion Rwf.
