 On Wednesday, 12 June 2013, a Cabinet meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO. The Cabinet meeting started by welcoming Mrs Stella Ford Mugabo and Mr Johnston BUSINGYE, Minister in charge of Cabinet Affairs and Minister of Justice/Attorney General, respectively.

The Cabinet meeting welcomed the visit of His Excellency the President of the Republic, in Musanze District, Nothern Province and adopted strategies to swiftly address issues that were addressed to His Excellency the President of the Republic.

1. The Cabinet meeting approved its earlier decisions of 28 May 2013, with minor adjustments.

2. The Cabinet meeting approved the document relating to the restructuring of ONATRACOM, after some amendments.

3. The Cabinet meeting approved the Upstream Petroleum Policy.

4. The Cabinet meeting approved the following draft laws:

   – Draft Law determining the State Finances for the 2013/2014 fiscal year.

   – Draft Organic Law repealing Organic Law No 05/2005 of 14/04/2005 establishing an Independent National Commission responsible for collection of evidence indicating the role of French State in the Genocide that was perpetrated in Rwanda in 1994.

5. The Cabinet meeting approved the following orders:

   – Presidential Order ratifying the EAC Protocol on Peace and Security signed at Dar Es Salaam, Tanzania on 15/02/2013.

   – Presidential Order repealing Presidential Orders updating mining concessions and their exploitation licences.

   – Prime Minister’s Order determining powers, responsibilities and functioning of the National Fund for Environment in Rwanda (FONERWA).

   – Ministerial Order determining the specifications of the nationality identity card for Rwandans and fee related to national identification services.

6. The Cabinet meeting approved the following to represent their respective countries to Rwanda as Ambassadors/High Commissioners:

  – Mr. RAFIUZZAMAN SIDDIQUI, of the Islamic Republic of Pakistan to Rwanda, with residence in Nairobi, Kenya.

– Mr. IVAN ZIVKOVIC, of Serbia, with residence in Nairobi, Kenya.

  – Mr. AMIR HOSSEIN NIKBIN, of the Islamic Republic of Iran, with residence in Kampala, Uganda.

– Mr. LUIS MANUEL CUESTA CIVIS, of Spain, with residence in Dar Es Salaam, Tanzania.

  – Mr. SAMMUEL LUATE LOMINSUK, of the Republic of South Sudan, with residene in Kampala, Uganda.

– Mr. ZAKARIA ANSHAR, of the Republic of Indonesia, with residence in Dar Es Salaam, Tanzania;

  – Mr. SHEN YONGXIANG, of the People’s Republic of China, with residence in Kigali;

  – Mr. VICENTE MEBUNIA VELOSO, of the Republic of Mozambique, with residence in Dar Es Salaam, Tanzania;

  – Mr. JOHN MORETI, of the Republic of Botswana, with residence in Nairobi, Kenya.

7. The Cabinet meeting approved that Mr. KARERA DENNIS represents the Republic of Ghana as Honorary Consul, in Kigali.

8. The Cabinet meeting approved Mr JEAN PIERRE DE MARGERIE as Country Representative for the World Food Program in Rwanda, with residence in Kigali.

9. The Cabinet meeting approved that Dr Gatare Ignace represents Rwanda in the Board of Directors of Carnegie Mellon University in Rwanda.

10. The Cabinet meeting requested the Ministry of Natural Resources to grant to ZAMURA FEEDS COMPANY, a plot of land where an animal feed factory will be constructed.

11. The Cabinet meeting set up a task force responsible for making an inventory of all unnecessary requirements hindering good service delivery in Rwanda. This task force is made up of RDB, MINICOM, MINALOC, Rwanda Natural Resources Authority and PSF. The task force will deliver on this assignment within a three – month period.

12. AoBs:

a. The Minister of Health informed the Cabinet meeting that:

   – The Ministry of Health will soon launch a medical check up for affliates of Community Based Health Insurance (CBHI). The aim of this medical check up is early detection and timely treatment of preventable chronic diseases.

   – Rwanda will host the 19th Conference of International Union against Tuberculosis and Lung Diseases for the African Region from 20th to 22nd June 2013 in Serena Hotel Kigali. The theme of this conference is: “Tuberculosis and other respiratory diseases: sucess and challenges”.

b. The Minister of Defence informed the Cabinet meeting that effective from the 31st May 2013, Rwanda Peace Academy (RPA) was accepted as a member of the Association of Security Sector Reform Education and Training (ASSET).

c. The Minister of Public Service and Labour informed the Cabinet meeting that the Annual Africa Public Service Day will be celebrated in Rwanda on 24th June 2013 under the theme “Strengthening Citizens Participation in the Services provided by Public Services”.

d. The Minister of Gender and Family Promotion informed the Cabinet meeting that the celebration of Day of the African Child (DAC), International Day of Families and the Day against Child Labor will be launched on 16th June 2013 in Rubavu District and closed on 23rd June 2013, at Petit Stade, in Gasabo District. This year’s theme is “Advancing Social Integration in the Family and eliminating domestic child labour”.

e. The Minister of State in Charge of Primary and Secondary Education informed the Cabinet meeting that fire outbreak has gutted Byimana School of Sciences for three consecutive times in less than two months. Investigations are underway to determine the cause of the fire outbreaks. All students who had been sent home have returned to school and studies have resumed as usual. The Ministry of Education provided 255 million Rwandan francs to refurbish the damaged premises. The rehabilitation of the destroyed premises has already started.

f. The Minister of Agriculture and Animal Resources informed the Cabinet meeting that the overall performance of the cropping season 2013 B, remains strongly positive despite unfavourable weather conditions that occurred during the season.
