On Wednesday, 14 May 2014, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.

1. The Cabinet Meeting approved its earlier decisions of 28 April 2014, after minor adjustments.
2. The Cabinet Meeting approved strategies to accelerate economic growth and requested all institutions concerned to speed up their implementation.
3. The Cabinet Meeting was briefed on the implementation of Gishwati land distribution and its productivity and requested that the work done be maintained.
4. The Cabinet Meeting approved the efficiency for Citizens (Noza Serivisi)
Taskforce recommendations and requested the same taskforce to embark on assessment of service delivery in the private sector in order to improve service delivery in this sector where necessary.
5. The Cabinet Meeting approved the Public Private Partnership Policy.
6. The Cabinet Meeting approved the Fourth Periodic Report of Rwanda on the implementation of the International Covenant on Civil and Political Rights
(ICCPR). 2

7. The Cabinet Meeting approved the Eighteenth to Twentieth Periodic Report of Rwanda on the implementation of International Convention on the elimination of all Forms of Racial Discrimination (CERD).
8. The Cabinet Meeting approved the plan of upgrading Karongi, Ngoma and
Musanze District Hospitals to Referral Hospitals and Kinihira, Rwamagana, Bushenge and Ruhango Hospitals to Provincial Hospitals.
9. The Cabinet Meeting approved the following Draft Laws:
a) Draft Law authorizing the ratification of the agreement establishing ZEP
RE PTA Reinsurance Company signed in Mbabane, Swaziland on 21/11/1990;
b) Draft Law authorizing the ratification of the revised agreement establishing the African Solidarity Fund signed in Niamey, Niger on 20/12/2008;
c) Draft Law authorizing the ratification of the Protocol on the establishment
of the East African Community Monetary Union signed in Kampala, Uganda on 30/11/2013;
d) Draft Law authorizing the ratification of the loan agreement signed in
Tunis, Tunisia on 7thMay 2014, between the Republic of Rwanda and the
African Development Fund, relating to the loan of forty nine million units
of accounts (49,000,000 UA) for the skills, employability and
entrepreneurship program- Phase II;
e) Draft Law governing the organization of the Community Based Health
Insurance Scheme;
f) Draft Law authorizing the ratification of the final acts of the World Conference on International Telecommunications adopted at Dubai in UAE on 14/12/2012;
g) Draft Law authorizing the ratification of the East African Community
Protocol on Information and Communications Technology Networks adopted in Kigali, Rwanda on 23/08/2013; 3

h) Draft Law modifying and complementing the Law No 25/2005 of 4/12/2005 relating to tax procedure;
i) Draft Law governing seeds and plant varieties in Rwanda reviewing the Law No 14/2003 of 23/05/2003 on production, quality control and commercialization of plant quality seed;
j) Draft Law on protection of plant health in Rwanda;
k) Draft Law regulating commodity and derivatives exchange trading;
l) Draft Law Governing Public Private Partnership;
m) Draft Law modifying and complementing the Law No 07/2009 of 27/04/2009 relating to companies;

n) Draft Law modifying and complementing the Law No 12/2009 of
26/05/2009 relating to commercial recovery and settling of issues arising from insolvency;
o) Draft Law modifying and complementing the Law No 21/2012 of
14/06/2012 relating to civil, commercial, labour and administrative procedure.

10. The Cabinet Meeting approved the following Orders:
a) Presidential Order appointing Inspectors in charge of monitoring the Interception of communication;
b) Prime Minister’s Order determining modalities for the enforcement of the Law regulating interception of communication;
c) Prime Minister’s Order determining the modalities of collaboration between Rwanda Utilities Regulatory Authority (RURA) and Ministries in charge of regulated services;
d) Prime Minister’s Order granting a retirement to Mr. KARENGERA Ildephonse, who was Director of Memory and Prevention of Genocide Unit in the National Commission for the Fight against Genocide; 4

e) Prime Minister’s Order expelling from Public Service Mr. GATARE African, who was Director of Finance and Administration in MINICOM due to serious misconduct at work place;
f) Ministerial Order appointing members of the Commission relating to contracts signed between Rwanda Social Security Board and Medical Partners;
g) Ministerial Order determining organization and functioning of associations of Local administrative entities with legal personality;
h) Ministerial Order authorizing the Protestant Institute of Arts and Social Sciences (PIASS) to establish branch of Faculty of Education at Rubengera in Karongi District.

11. The Cabinet Meeting approved Ministerial Instructions establishing measures to protect state buildings;

12. The Cabinet Meeting approved the following to represent their respective countries to Rwanda as Ambassadors/High Commissioners

o Mr Ali Idi SIWA of Tanzania, with residence in Kigali
o Mr Sandor KOCSIS of Hungary, with residence in Nairobi
o Mr Dmitry G. KUPTEL of Belarus, with residence in Addis Ababa
o Dr A.V.S Ramesh CHANDRA of India, with residence in Kampala
o Mr Jean Pierre OSSEY of Congo Brazaville, with residence in Nairobi
o Mrs Lulia PATAKI of Romania, with residence in Nairobi

13. The Cabinet Meeting approved Mr RUDAKEMWA RUMONGI Aimable as
Mexico’s Honorary Counsul to Rwanda, with residence in Kigali.

14. The Cabinet Meeting approved Dr Saber AZAM as Representative of the United Nations High Commissioner for Refugees (UNHCR) in Rwanda, with residence in Kigali.

OTHERS
a) The Minister of Youth and ICT informed the Cabinet Meeting that on 17thMay 2014, the world will mark the World Telecommunication and Information Society Day (WTISD) to help raise awareness of the possibilities that the use of internet and other information and communication technologies can bring to societies and economies. Exceptionally this year, WTISD will be celebrated in Geneva on 16th May 2014.During this event, the President of the Republic of Rwanda, Paul Kagame will receive the 2014 World Telecommunication and Information Society Award in recognition for his leadership and dedication towards promoting ICT development and broadband connectivity as a means of achieving sustainable development.

b) The Minister of Finance and Economic Planning informed the Cabinet Meeting
that from 19th-23rd
May 2014, Rwanda will host the AFDB Annual Meetings 2014 which will be held in Serena Hotel and Kigali College of Technology/KIST (former Camp Kigali area) under the theme: “The next 50 Years: The Africa we want”.
c) The Minister of Sports and Culture informed the Cabinet Meeting that:
– In the Africa Cup of Nations (CAN) championship qualifiers scheduled to be hosted by Morocco in 2015, Rwanda will play against Libya on 18thMay 2014 at Tunis, Tunisia. 7

– In the Africa Cup of Nations (CAN) championship qualifiers to be hosted by Namibia in 2015, the Rwanda female football team will play against Nigerian team in the preliminary round in Kigali on 25th May 2014.
– In the Africa Cup of Nations championship qualifiers (U-20 CAN) to be hostedin Senegal 2015, Rwanda will playagainst Gabon in the second leg in Libreville/Gabon on 25th May 2014. The first leg game was played in Kigali and the two teams drew nil-nil.
– From 12th to 17th May 2014, there will be U- 18 basketball championships for male and female in Zone V. The competitions are taking place in Kampala/Uganda. In the last concluded matches, Rwanda beat Kenya 62-42 (male) and 53 – 52 (female).
– From 22nd to 31st May 2014, Rwanda will attend for the first time the African  Youth Games for U-18 to be held in Gaborone/Botswana. Rwanda will be represented by 40 artists in 10 different disciplines including Basketball/Women, Volleyball/women, Karate, Athletics, Cycling, Golf, Tennis, ping-pong, taekwondo and fencing.
d) The Minister of Trade and Industry informed the Cabinet Meeting that Rwanda
will host:
– The 50thAfrican Organization for Standardization (ARSO) Council Meeting
on 23rd
-24th
June 2014;
– The African Day of Standardization on 25thJune 2014;
– The 20thAfrican Organization for Standardization (ARSO) General Assembly on 26th – 27thJune 2014. The theme for 2014 ARSO General Assembly is “Standardization as a Driver for Improving Africa’s Competitiveness’’. These events will be attended by 150 high level personalities from regional and international delegates.

e) The Minister of Gender and Family Promotion informed the Cabinet Meeting that the Ministry of Gender and Family Promotion in collaboration with partners has organized a one Month Campaign which will run from 15thMay to 13th June 2014 to increase awareness on balanced diet and improved hygiene among families and the community. The campaign will be held under the theme: “Balance Diet and Improved Hygiene for Family Development”. This Campaign is in line with the implementation of 1,000 days to eliminate malnutrition among children under 2, pregnant and lactating mothers and the celebration of the International Day of Families celebrated on 15th May every year.

The Campaign will be launched on 15/05/2014 in Rutsiro District, Gihango Sector, Teba Cell in Kanembwe Village. Activities planned during this month include special dialogues on balanceddiet and improved hygiene within families; community work (Umuganda) for kitchen gardens (uturima tw’igikoni) and Balanced diet cooking demonstrations; supporting vulnerable families (Kuremera), etc.

f) The Minister of Natural Resources informed the Cabinet Meeting that the Ministry of Natural Resources has developed a comprehensive awareness campaign that will start with a land week countrywide. A national launch is planned for May 27, 2014 in Muhanga District.
