This Thursday, the Kigali city officials gathered in the Parliament to respond to the Public Accounts Committee about the released report of the General Auditor on financial management. One of the mostly discussed upon issue regards the fact that there was not a tender for the entrepreneurs to bid for the permission to undertake the construction of the Kigali city’s new headquarters.
This building is worthy 12 million $. The PAC stressed the fact the Kigali city officials did not respect the procedures of biding and tendering, thus, dismissing the legal ways that normally define how tenders are dealt with.
Regarding this new building, the MPs wondered why the construction works delayed at an extent that it still goes construction works.
The Mayor of the Kigali City Fidel Ndayisaba told the MPs that its delay due to the fact that in 2005, the Kigali city’s treasury was not financially conducive to pay the entrepreneur.
At that time, there was no willing entrepreneur to bid for the construction, he added.
Representatives of the Kigali city explained that the delay resulted from the fact that the construction directives in Kigali city were not yet well designed yet.
According to them, its delay is not as worse as the MPs described it because a building of its kind cannot be constructed within two years.
Seemingly the MPs were satisfied with the explanations regarding the new building of the Kigali city but brought in another issue.
That issue regards the fact that there are some of the workers of the former ‘Umujyi wa Kigali’ who did not receive adequate treatment and whose’ salaries delayed.
Regarding this, officials responded that since the settlement of the new Kigali city administration body, most of the former workers’ concerns were effectively dealt with.
The President of the administration body, Dr Sebashongore Dieudonne said that the Kigali City administration called upon all concerned workers to come and take the salaries.
It has been observed that some of them did not come and therefore the Kigali city authorized that the loans a should be removed from its financial records.
