Munyamaliza Edouard the speaker of Rwanda umbrella of civil society organisations affirmed that the right of demonstrating is allowed if it is done according to the regulations for public order.
He was reacting to the question on his views about the Maina’s report, a special UN envoy to investigate on the rate of rights of demonstrating peacefully and all related human rights.
For Munyamaliza the report was already established even before because according him Maina was not willing to receive a comment that was contradictory to his conclusions.
The report of Maina criticized the way Rwandan government hinders its citizens to peacefully demonstrate as to show its ideas and willingness for change.
Maina gave the example of the students who were hindered to demonstrate peacefully while they advocated for their rights to be listed in the Ubudehe.
About this, Munyamaliza said that rights to demonstrate is allowed if people willing to do so have requested permission from the Police as to be safe during the action.
But at this, one of the presenters of the show wondered whether it is necessary to search for permission if people who are involved have a legal recognition and are advocating for a change on issues that can positively impact on states of issues.
Demonstrating becomes necessary if all possible means to solve the problem have been exhausted, Munyamaliza said.
For him, the restricted time that Maina has used to investigate in Rwanda shows that he was forged the report early and wanted to prove his conclusions, something that diminishes the credibility of his report.
The journalist Anterre Rwanyange said that the demonstrating is a fundamental right that everyone should enjoy but in moderate way. He said that Maina has observed some improvement in economic development and in hygienic conditions that reign in Rwanda.
However, Maina said that the demonstrations allowed, are the ones that are backed by the government.
Even thought the Maina’s complete report will be released very soon the points raised have pointed out that freedom of demonstrating should be strengthened and made allowed to everyone.
At the international scene was the recent victory of Libyan football that won the CHAN championship of African national teams.
Participants in the show lauded the efforts of the Libyan team that, according to them, is a step towards reconciliation of Libyans who are in troubles since the ouster of Kadhaffi.
